1 – General

• The Tournament Committee welcomes all teams to the Annual Indoor Soccer Tournament. In keeping with tradition we would like to provide a safe and enjoyable environment for all participants. With that in mind we would like to remind that along with these rules & regulations there are facility rules that must be adhered to and respected by all participants. Non-conforming with these rules may result in the expulsion of that team/player without refund.

2- Team / Player Registration / Eligibility

• Teams/Players must sign a waiver (injury & liability) before participating in this tournament.
• Each team may register and dress a maximum of 16 players.
• Each team must submit a master team roster of all players on their team ten minutes prior to their first game. Only players listed on this roster may compete in the tournament.
• Teams may not register or dress players who are under suspension with their respective Association. It is the team representative (manager) responsibility to be aware of his/her players status.
• Team representative (manager) will be responsible for the behavior of their players and spectators.

3 - Duration and Time of Game

• The duration of each game will be 25 minutes straight time (facility time clock) with no change of ends.
• Time shall only be extended to allow for the taking of a penalty kick at the conclusion of the game if time has expired.
• There will be no injury time added to any game. (extreme circumstances at the discretion of the game officials)
• In the event of a tie at the end of the quarter or semi-final games there will be 5 penalty kicks taken by each team. Should the score still be tied, penalty kicks will continue by players in rotation until a winner is determined. (no player may take a second penalty kick until all players on his/her team has taken a penalty kick)
• In the event of a tie at the end of the finals, 5 minute overtime will be played in its entirety. (no golden goals) If still undecided each team will be awarded 5 penalty kicks and if no winner is determined kicks will continue by players in rotation until a winner is decided.
• Teams not ready to play at their scheduled time (minimum 5 players including the keeper) will automatically forfeit the game.

4 – Player Uniform / Equipment

• Each player must wear a numbered jersey.
• All players on a team must have a different number, which must coincide with the player’s name, and number on the game sheet and the team roster.
• In the event of a color clash it will be the home team’s responsibility to provide an alternate color.
• The goal keeper must wear a shirt distinct (different color) from that of his own team, as well as the opposing team’s uniform.
• Shin guards are mandatory and must be worn by all players.
• Only flat soled indoor shoes, turf shoes, and multi studded indoor shoes may be worn by players. (outdoor shoes are not permitted)
• Knee braces are permitted provided they meet the referee’s approval.
• Jewelry and watches will not be permitted. (referee’s discretion)
• To keep the tournament as injury-free as possible, officials and referees are instructed to provide a safe environment for all participants.

5 – Format

• Each team shall play with 6 players, one of whom shall be the goalkeeper.
• Each division will be divided into groups of 3 or 4 teams with each team playing a minimum of 3 games.
• The top teams from each group will advance to the play-off competition.
• Game scoring will be: Three (3) points for a win One (1) point for a tie
• Group winners will be determined as follows:
A) Team with the most points
B) The team winner in head-to-head competition
C) The team with the best goal difference (plus minus)
D) The team with the most goals scored
E) Kicks from the penalty mark

6 – Rules & Regulations

• For any regulations not covered under these Rules & Regulations FIFA Rules of Indoor Soccer will apply.
• Substitutions shall be made at any time as long as the player leaving the playing surface is within 1 meter (3 feet) of his team’s bench before the replacement player enters the playing surface.
• Sliding tackles are not permitted. Sliding to save a ball fr5om going out-of-bounds, which does not constitute a “tackle” or endanger any player in any way will be permitted.
• There will be no off-side, however the 3-line rule will apply. If a ball travels in the air across the three lines, an indirect free kick will be awarded to the opposing team at the point where the ball crossed the first line.
• Free Kicks
A) All free kicks other than penalty kicks are indirect
B) The opposing team must be at least 3 meters (10 feet) from the ball on all free kicks
C) The ball must be stationary on a free kick
D) Kick-in (indirect), a free kick will be awarded to a team when the ball has gone out-of-play off the opposing team
E) Corner-kick (indirect) will be awarded to the opposing team when the ball crosses the touch line after being last touched by the defending team
F) Goal-kick (indirect) will be awarded to the defending team when the crosses the touchline after being last touched by the attacking team. Goal-kicks may be taken anywhere inside the goal keeper’s box
G) Penalty-kick (direct) will be awarded to the attacking when an infraction by the defending team occurs inside the goal keeper’s box. All players must stand behind the ball and at least 3 meters from the ball on a penalty kick

7 – Discipline

Time penalties
A) A player who is cautioned (yellow card) will serve a 2 minute penalty.
B) A team, one of whose players has been sent off (red card), will serve a 5 minute time penalty.
C) Time penalties will commence when the game is restarted.
D) Another player who was on the field of play at the time of the offense will serve time penalties to a goal-keeper. (this applies to yellow cards only)
E) A 2 minute time penalty will be served until time expires or the opposing team scores a goal. (the offender must serve the entire 2 minutes)
F) A 5 minute time penalty will be served until time expires. (the penalty is not nullified if the opposition scores)
G) More than one time penalty to the same team will be served consecutively. (ie; if two players on the same team receive a yellow card the second 2 minute does not start until the first time penalty has expired or the opposition scores)
H) If both teams receive a time penalty at the same time, the time penalties will apply to the players only and not to the teams. (5 vs 5)

Mandatory Minimum Discipline
A) Two cautions (yellow cards) in the same game will equal a red card.
B) Any player who receives three cautions in the tournament will serve a minimum of a one game suspension.
C) A player receiving a red card will be ejected from the game and will be disciplined according the posted CISL rules & regulations.
D) Two red cards or a red card (Violent Conduct) during the tournament to the same player may result in the expulsion of that player from the remainder of the tournament.
E) The Disciplinary Committee will deal with referee Misconduct reports.

Protests & Appeals
A) All protest must be submitted in writing to a member of the organizing committee within 15 minutes after the end of the game being protested accompanied with the $50.00 protest fee. (cash only) The organizing committee will refund the fee if the protest is upheld.
B) Only protests based on rules of play or an impartial witness will be considered as a valid protest.
C) The Tournament Disciplinary Committee will deal with all misconducts.
D) All players have the right to be heard by the Tournament Disciplinary Committee. All requests must be submitted in writing to the Organizing committee within 15 minutes after the end of the game in which the alleged offense occurred accompanied by a request for hearing fee of $50.00. (cash only) The organizing committee will refund the fee if the individual is found “not guilty” of the offense.
E) All misconduct directed at the game official or a tournament official will result in the
automatic expulsion of that Player/Coach/Manager for the remainder of the tournament.
